　　由于班固利恩機場（Ben-Gurion Airport）免稅商店和各煙草公司的極力游說，以色列允許國人出國旅游時購買一箱免稅卷煙——而不是目前的兩箱——該規定已在4月24日生效。

　　世衛組織《煙草控制框架公約》要求完全禁止在機場和港口銷售免稅煙草產品。

　　學校附近禁止出現卷煙自動銷售機，瑞本（Rambam）禁止醫院銷售卷煙，以色列議會財務委員會5月14日批準了財政部“允許出售的免稅卷煙數量減半”的規定。衛生部建議，所有煙草產品都不應該給予免稅待遇，但來自既得利益集團的壓力減緩了立法行動。免稅連鎖店店主詹姆斯·理查森（James Richardson）告訴委員會，沒有免稅卷煙的銷售，其利潤將會暴跌，而乘客承擔的機場稅也將上漲。

　　委員會并沒有考慮到，治療與煙草相關的疾病每年會花費國庫幾十億謝克（以色列貨幣單位）。

　　可以在免稅商店購買一箱進口煙草或酒類產品的豁免規定，只適用于18歲以上的成年人，從2013年4月1日起開始實施。

　　Meanwhile, the order will also minimize smoking of nargileh (water pipes or hookahs) by minors. Experts view smoking tobacco through water pipes as even more dangerous to health than using cigarettes. It has also been linked to dangerous behaviors such as taking drugs, drinking alcohol and violence.
