煙草在線據(jù)《雅加達(dá)全球》報(bào)道編譯　　衛(wèi)生部想要該國(guó)最大的穆斯林組織伊斯蘭教士聯(lián)合會(huì)（Nahdlatul Ulama）支持煙草法令的實(shí)施。

　　1月6日星期五，衛(wèi)生部的疾病控制和環(huán)境健康部門(mén)的總干事說(shuō)，他和衛(wèi)生部長(zhǎng)Endang Rahayu Sedyaningsih一起，會(huì)見(jiàn)穆斯林領(lǐng)導(dǎo)人，解釋?xiě)?yīng)如何實(shí)施為《2009健康法》一部分的規(guī)則。

　　“基本上，我們解釋了這個(gè)規(guī)定的內(nèi)容，以及煙癮如何危險(xiǎn)，我們需要幫助以成功地實(shí)施它，因?yàn)闆](méi)有包括伊斯蘭教士聯(lián)合會(huì)在內(nèi)各個(gè)利益相關(guān)方的幫助是不可能實(shí)施的，”他說(shuō)。

　　Tjandra說(shuō)，來(lái)自伊斯蘭教士聯(lián)合會(huì)的支持是至關(guān)重要的，因?yàn)樗谐^(guò)30000萬(wàn)名追隨者。“伊斯蘭教士聯(lián)合會(huì)已經(jīng)解釋了他們對(duì)煙草的立場(chǎng)，領(lǐng)導(dǎo)已經(jīng)承諾他們將把這個(gè)問(wèn)題帶到他們的全國(guó)會(huì)議上，現(xiàn)在我們只能等待他們的決定，”他說(shuō)。

　　Tjandra說(shuō)，他承認(rèn)來(lái)自伊斯蘭教士聯(lián)合會(huì)的煙草種植者也擔(dān)憂(yōu)這些規(guī)則會(huì)扼殺他們的生計(jì)。

　　“但是我們一遍又一遍地解釋這個(gè)規(guī)則并不禁止人們吸煙，它只是試圖保護(hù)兒童和孕婦不暴露在煙草所造成的健康風(fēng)險(xiǎn)中，”他說(shuō)。

　　該組織的副主席Slamet Effendy對(duì)《雅加達(dá)全球》表示，無(wú)數(shù)的伊斯蘭教士聯(lián)合會(huì)牧師是老煙民。

　　他說(shuō)，對(duì)政府提出的目的是為了控制煙草和保護(hù)未成年人遠(yuǎn)離卷煙中使人上癮的化學(xué)物質(zhì)的新規(guī)則有爭(zhēng)議。

　　他說(shuō)他完全支持新法規(guī)，預(yù)計(jì)新法規(guī)即將頒布，“但是其他人呢？許多人并不認(rèn)同我的觀點(diǎn)，”他說(shuō)。

　　伊斯蘭教士聯(lián)合會(huì)秘書(shū)長(zhǎng)Marsudi Syuhud說(shuō)，這個(gè)組織宣稱(chēng)允許吸煙，因?yàn)槟滤沽纸塘x不禁止抽煙。他說(shuō)，如果有人不以為然，他們應(yīng)該深入進(jìn)行研究分析。

　　他說(shuō)，伊斯蘭教士聯(lián)合會(huì)尚未全力支持政府的規(guī)則，因?yàn)樵摻M織還沒(méi)有對(duì)它進(jìn)行周密考慮。

　　該國(guó)的第二大穆斯林組織穆罕馬迪亞（Muhammadiyah），先前發(fā)布了一個(gè)教令稱(chēng)，根據(jù)宗教律法，吸煙是非法的或有罪的，因?yàn)樗麄冋J(rèn)為吸煙是一個(gè)形式的自殺。

Govt Seeks NU Help on Smoking Rules

　　The Ministry of Health wants the support of the country's largest Muslim organization, Nahdlatul Ulama, in implementing tobacco regulations.

　　Tjandra Yoga Aditama, the director general of disease control and environmental health at the ministry, said on Friday that he, along with Health Minister Endang Rahayu Sedyaningsih, met with Islamic leaders to explain how the regulations, which form a part of the of the 2009 Health Law, would be implemented.

　　"Basically, we explained what this regulation is about, how dangerous tobacco addiction is, and that we need help to successfully implement it because it would be impossible without the help of every stakeholder, including NU," he said.

　　Tjandra said support from NU was crucial because it has more than 30 million followers. "NU has explained their stance about tobacco and the leaders have promised they will bring this issue to their national meeting, and now we'll just have to wait for their decision," he said.

　　Tjandra said he acknowledged there was some concern from NU's followers who are also tobacco farmers that the regulation would kill their livelihoods.

　　"But we have explained again and again that this regulation does not prohibit people from smoking, it is just trying to protect children and pregnant women from the health risk from being exposed to tobacco," he said.

　　Numerous NU clerics are heavy smokers, the organization's deputy chairman, Slamet Effendy Yusuf told the Jakarta Globe.

　　He said that there were debates on the new regulations proposed by the government, which aim to control tobacco and protect young people from the addictive chemicals in cigarettes.

　　He said that he fully supported the new regulation, expected to be issued soon, "but what about others? There are many others who do not share my idea," he said.

　　NU secretary general, Marsudi Syuhud said that the group had declared that smoking is allowed, because smoking is not banned in the Muslim doctrine. If anyone thinks otherwise, they should study it further, he said.

　　He said NU could not yet give its full support to the proposed government regulation because the organization had not yet thoroughly considered it.

　　Muhammadiyah, the second largest Muslim organization in the country, has previously issued a fatwa stating that smoking is considered haram , or sinful according to religious law, as they consider the activity to be a form of suicide.
