NEARLY 30% of all tobacco smoked in Wales avoids UK taxes, it was claimed today.
Figures from Japan Tobacco International (JTI) suggest 29% of all the tobacco smoked here is non-UK duty paid (NUKDP).
Part of this is derived from cigarettes and tobacco brought here legally through duty free and buys made in other EU countries. But JTI say Government figures for 2009/10 suggest up to 83% of the untaxed tobacco is smuggled.
The 29% figure for Wales is marginally higher than the UK average of 27%, which has been falling in recent years.
JTI are warning a fourth increase in taxation in two years in the budget could threaten this progress and drive up the profits of criminal gangs who trade in illegal tobacco.
A spokesperson said: "Criminal gangs would welcome another boost to their ill-gotten profits and with many cigarette packs sold in the UK now over £7, a fourth tax increase in two years will help them market their fakes to even more? customers, including children.
"Why make it easier for criminals to make money?"
JTI say their estimate for the proportion of tobacco that avoids UK taxes includes ready made and roll-your-own cigarettes.
In previous years these have been calculated separately, with around 12% of ready-made and half of roll-your-owns not subject to UK taxes.
A Treasury spokesperson stressed there was a tradition of high taxes on tobacco across the political spectrum in the UK because it’s the country’s biggest killer.
High taxes have been proven to reduce rates of smoking, said the spokesperson.
A spokesperson said: "Smoking is the single largest cause of preventable illness and premature death in the UK, with smoking related illnesses costing the NHS an estimated £2.7 billion in 2006/7.
"Tobacco duty is also an important contributor to public finances and cutting the deficit, contributing more than £9 billion in 2010-11.
"We are committed to taking action on tobacco fraud and have provided extra funding to HM Revenue & Customs to tackle the problem."
